Do you notice if other players are affected?
Sometimes at the start of a match a server will be affected by a "slow-motion" style issue, could that be what's happening?

So the video itself is a little choppy but that's because of the recording, my game play is actually smooth it just shows up choppy in the video. In the video you can see that my running speed acts weird before I hop on and jump off the balloon. After I jump off the balloon my running speed is normal. I find that this sort of behavior happens as an effect of what you do while gliding down to the map. If you have you character slow down then speed up again while gliding but just before landing it looks like the weird running thing will happen. I haven't been able to pin down exactly what causes this but I will try to get it to happen and see what the cause is. I have not observed this happening to other players. I will have to link the video separately as the file size limit is getting in the way.
