What fixed it for me was disabling UseLargePages for the game's executable (this is not default behavior, so if you don't remember doing this then this probably isn't your issue).
The registry value is located in: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\r5apex.exe\UseLargePages (dword)
This is stupid and ridiculous that the anticheat doesn't allow this. I imagine there are probably a lot of other small things like this that some people will never be able to guess what's preventing the game from starting.
