@Salo_MnK Not only they do not know about stuff like scm and qa, they also cannot synchronize penalties on client and server.
The point is, its not the real penalty, and you can kinda fix it by yourself. Disconnect from the lobby (to the main screen where you can choose servers) and reconnect again - voila, no second penalty.
Also, it seems like going ready right after first penalty expiry actually triggers this bug so id suggest to wait like 10-15 seconds every time.
Worked for me for this year, not sure about right now though, ive given up on this game
