One thing I've seen mentioned is that having more than 1 logged in Xbox Live account may be a factor. If this is the case for you, can you log out accounts other than your main one as a potential workaround.
I've even read that logging in then out on any alt accounts that usually use that Xbox might help. However I can't confirm this myself.

This issue has been ongoing for over a month now. I know you’re still licking your wounds over the battlefield L you took, but get it together and fix this. It’s ridiculous to not be able to chat with a team. Blows my mind how this isn’t a priority for you guys, but releasing new skins to make $ is.

How has this not been fixed since the update? I can only talk with xbox party chat, so any gamechat communicating doesn't work. I can here teammates but I can't talk to them. Also weird that I can hear gamechat through my xbox party chat now...
Mine is still not working either. Party chat works fine
