Why can't the game organize fair matches?

How can a game make you get beaten and lose? Whenever I enter a ranked match alone, I end up with several teams with 3 predators playing together where they always end up with us and everyone on the server until only them are left. How can a match organizer do this? Would it be on purpose? Why can't the game balance only 60 players? Are there not enough players in each ranking playing simultaneously? It makes no sense to have more predators than masters and they are making it easier for the predators since they are placed together with diamond, platinum and playing solo. Why can't they play against the highest-scoring masters to test their skills? The way Apex Legends organizes matches is really frustrating for those who play solo and for those who reach diamond and platinum because the game can't organize a fair match in the same ranking and this is finding it difficult to play. Why can't the game organize fair matches?
