The settings are reset every time the program starts.

Since I'm Japanese, there may be some parts that are difficult to convey.

Every time I launch the game, the keyboard settings, sensitivity, video settings, and gameplay settings are reset.

I've tried both removing the read-only attribute from the local files and reinstalling the game.
