You should look up your motherboard and update the CPU. a 2600 is extremely old. That board may take a much more powerful CPU, and a lot of the Ryzan boards can take up to Zen 3 and up to 5950 16 cores. Even say a 5700 or 5800 is pretty cheap. I have a 5900X 12 core and the CPU runs at like 30% in game. Here is a Ryzan 5800x 8 core on Amazon for $155.

Thing is I also have an RX 7800xt but i use a R9 5900x, its a 12 core 24 thread cpu running at 4.5ghz and it still runs the cpu at 100% while the gpu runs about 45-50%, but the fps overlay ingame says the cpu is getting about 60-70fps and the gpu hits nearly 200fps. And from what i see is the game is very cpu heavy and with an external fps counter it stays inline with the cpu fps count, dictating that the game itself is just cpu limited although this is a big trend with the frostbite engine as bf2042 had the same issue. although he should upgrade from a 2600 as the cpu in that instance is a huge bottleneck for the gpu.
