Fullscreen Making game unplayable

After Changing in game display to Fullscreen, the game becomes unable to display on my 1920 x 1080 monitor. Both windowed fullscreen and windowed work. Is there any way to fix this or change in game settings outside of the game? (i.e. in some sort of .ini file stored locally on the system)
