Poor performance on high end pc

My performance is very bad avg fps is 70-100 which is lower than it should be the fps also regularly drops into the 40s and 50s every few seconds, my friends with worse cpu's and worse gpu's get better fps than me. my cpu usage is always pinned and my gpu usage floats from 40-70%. It shouldn't be bottlenecking this hard. I have a 3080ti and a ryzen 9 5900x which is overclocked and undervolted. I have tried switching graphics settings around a lot and nothings seems to fix it. I have also reinstalled nvidia drivers a few times (577.00 and 588.80)
