Rubber Banding!

PC version:

I am on the West Coast. 

My speeds 600 down and 25 up. I see people rubber banding all over the place. When I shoot my auto weapon it sputters when I shot it. Not Fun! :(

Side Note: In support can I have my C4 back and my Craymores back?
