Same CPU and same FPS, it's definitely the bottleneck. I think some of it is down to optimization but also the CPU can get very close to bottlenecking on very intense games. I have an RTX 4060 and it's not even going to 100% usage but the CPU is always maxed out so yeah if it's not more optimized on the CPU at release then a CPU upgrade would be the only path forward for playing.
