Smooth gameplay for 15 seconds cant move for 15 seconds.

I have an amd 5950x with a amd 9700xt with 32 gigs ram and cant play this game.  My rig runs all other games just fine with no issues.  Ive tried different sets of drivers with and without the adrenaline software installed.  Tried it on all graphics settings and just cant seem to find something that works.
