From my experience, the best way to combat cheaters is to have community servers.
In HLL community servers, SQUAD, and older battlefield titles, there's barely any anti-cheats, because people have made their own plugins to deal with them and on top of that have their own admins with the best interests in minds to keep the server fun for themselves and others.
No company made anti-cheat has been successful in properly making the environment safe from cheaters, yet in HLL having 2k hours in community servers, I've only seen 2 hackers which after doing a simple !admin (text) command, someone from discord jumped in and dealt with it, within 15 minutes.

agree partly...but there will be enough servers that accept cheater money. So we need someone to supervise them
