Make the game Cross Play Console only and let the PC with the Cheaters!
Don't mix PC with Console ! 
Hell Let Loose has Console Cross Play only , No PC gamers no Cheaters ! Works perfect

Cheats are not just on PC. Consoles have its fair share of it to. More so on the hardware side though.
