Alt-Tab bug from any screen

9800x3d, Nvidia 4090, latest drivers

when alt tabbing, if you tab back in using alt tab, you will get background render fps (windows 11 limiting fps), but if you alt+enter to get back in, you get your fps to stabilize. The caveat being that console doesn't work anymore (using the displaygraph) to see stutters.
