there is same bug as there has been always in Bf2042: high latency players dont take damage.
has nothing to do with high latency. the time to die and time to kill aren't matching up. you can set the scoreboard to see ppls ping everyone usually have around 30-60ping. you'll shoot someone with a half mag and not kill them, then they start shooting you back and kill you in 4 or 5 shots. netcode issue or something.
