Characters Not loading up

Ran into a weird bug.  Don't believe it was initially active in the early first week of the beta.  But in the lobby screen, load out screen, and weapon customization screen.  Models do not load.  They look like they are in shadows.  Even the firing range looks EXTREMELY dark as well compared to other videos I am seeing.  Anyone else have this and or know what's causing it?

Things I have tried:
Reinstalling client
Verifying Files
Fiddling with graphics settings
Fiddling with resolution
