CPU Memory Leak for i7-12650H

I can boot the game up fine and so far it's been an amazing experience. However, my CPU performance degrades over time. I keep the simple performance indicator up and notice that my CPU starts at 60FPS and then slowly overtime dips down to around 20fps and stays there. I've tried tweaking all settings and things on my PC and nothing fixes it. This is the only game I've ever had this happen to.

Something on my end or definitely a dev issue?
