Had same problem, did a file integrity check with steam and it found 3 missing files. I managed to load into games after that. Can't say it's 100% fixed but worth a try for y'all

  Nope, sometimes it works, sometimes it doesn't. Repairing/verifying doesn't seem to make a difference at all.
