    So I actually solved the issue a bios update fixed all the issues

Same here, got 5800x3D with 2080 and the game doesn't use more than around 60% on CPU and 60-70% on GPU while running 55-75 FPS and the loby uses like 10% more, doesnt matter which quality preset it still runs the same, lower settings just drops GPU usage while still having low FPS
