Deamon Tools? Look's like something still left in a system. Maybe it's a partition on a drive.
How many drives connected to a system?
Did you check Disk Managment in Windows?

it boots! no idea what caused it to finally boot but im able to get into the menu now. this is now no longer an issue and i wish i could tell how i fixed it but i genuinely dont know how

i have several drives connected yes, but the game itself is on my main drive. But as stated by my latest comment the game works, somehow.

You’re not allowed to use any software which creates a virtual code. Same goes for DS4 etc. It fixed for me when I uninstalled Daemon Tools and removed the virtual disk

well the thing is i have never used any Daemon tools software before. All my external drives are connected via either USB or directly in the PC itself, which is why this was so confusing to me

Check in the device manager, disable anything related to Daemon tools within storage and USB for anything still installed. I know you mentioned you are using a fresh install but just in case.

I am having the same issue. No daemon tools ever and not showing up in task manager but same two photos you showed in previous comment. Tried all the bios stuff, etc.

here is what's guaranteed to work go to daemon tools website install Daemon tools lite then uninstall it i used Revo uninstaller, but you can try whatever you want to uninstall works now
