Mouse input stutters / jitters independent of framerate, controller fine

Hi, running into a weird issue where the mouse input stutters / jitters on a set interval.  Its not framerate related, can replicate it in the firing range at a constant 220fps capped (240hz monitor...

same problem here. At some point at the game, the mouse begins stuttering... Even with no change to frame rate... It's really annoying!!!!
