Performance Issues

Thought you guys might be able to help me:
My specs are the following:
Sparkle Intel Arc B580 TITAN OC 12GB GDDR6
i5-13400F

16GB RAM DDR4 2400 Mhz

Motherboard is Gigabyte B760M DS3H DDR4

Game is on 1080p Medium settings with XeSS on ULTRA QUALITY PLUS.

Now,CPU usage is at 100% (Didn't even happen last week) and while im getting 70-90 fps, it feels REALLY, REALLY not smooth, like 40 fps.

I've tried the ALT + ENTER trick and the user.cfg trick. Any ideas?
