Slow Motion

hey , i have a game breaking problem and i can't play the game at all, the game performance Runs good and i have Good Ping but at the same time its running in Slow Motion and There is a bit of Rubberband
no matter how i change the graphics settings its still the same. this issue is affecting a lot of players not me alone

PL IN: 0% (Incoming Packet Loss)
PL OUT: 0% (Outgoing Packet Loss)
LAT: 66 ms (Latency)
TN: 2000+ ms (Time Nudge: Extra time needed for smooth interpolation) 

turned out that to fix this to Enable XMP in BIOS But Unfortunately this option isn't available to me its always Disabled  and some people tried to enable it and still the problem occurs
