stuck looking down with xbox controller

i have an Xbox controller connected and my character is stuck looking down, i have disconnected the controller and still the same problem, people have said to remove sim racing stuff but i do NOT own any other external inputs such as pedals or other controllers, i have tried unplugging everything but the same issue. the only thing i have found out is if i remove the look binding for up and down on controller inputs it will fix it, but then i can't look up and down lol. i am stuck and unable to even play the game at all.
