Perfomance problems

Hey,
I have a PC with a Ryzen 5 5600X, 24GB DDR4 3200 RAM, an RTX 3080 Ti, and a 240GB SATA SSD.

My CPU temperature is around 70°C and GPU temperature is 65°C.

I only get 50–60 FPS in the game on low settings with DLSS enabled.
GPU usage is 50–60%, CPU usage is 80–95%, and RAM usage is around 14–16GB.

My friend has an RTX 4060 and gets around 90 FPS with similar CPU usage and temp.

Is anyone else having this problem?
