Contracts always bear a heavy weight... Until they don't.
Contract terms are coined to be fulfilled, but they've all have a baked in failsafe in case one of the parties want to break away - a hefty penalty clause.
If RBR or any other team has that much of an interest in snatching Norris before his McLaren deal expires, there will be a pre stipulated fee for it.
What drivers or athletes in general often lament is not knitting in certain parameters to cheapen said fee or straight out cut them out of their contratual obligations if they so want to. Like delivering a car with this much performance in it, or adhering to a certain evolution path where they're able to hit certain benchmarks in R&D from one season to the next.
Norris in a red bull car would be interesting. And I dare say quite fitting! Could very much be a deliberate stirring to make a Perez extension cheaper though - or a comparable sweetener to Norris with McLaren, as contracts can basically always be amended.
And we're hearing things about Verstappen looking for a more interesting, appealing greenery too.
These rumors though are very Schrodinger in their way so to speak. They're all simultaneously nonsense and solid as gospel to a believer until some sort of resolution or development comes to light
