I think that comment is mostly covering the need for a large initial download/update even for people who buy the physical game. Thankfully it doesn't read like an internet connection is required at all times as it is with some modern games though.

Correct. Games are getting stupidly big.
But....a scenario where sales are flagging....add a Free DLC track. Sales have been good and gameplay is flagging or Podium Pass / F1 World is not generating funds, release a paid DLC track. Every cloud has a silver lining, that silver is your moolah.
Another reason for wanting to be able to download updates is that there might, just possibly, be a bug or two in the launch version...
