This is an ea issue as it happens with all EA games for me.
I use precision x1 software to limit power to my GPU to stop fan whine but for some reason all the EA games I play override it, fifa, battlefield and f1 all make my PC sound like a jet engine when in the menu.

Worth pointing out, the games you mentioned are not using the same game engines so while they might show similar issues, they are not related, calling it an "EA" issue is not making the actual issue at hand justice. Same, I have an RTX 3060TI and a Ryzen 7 2700x, sometimes my fps in the menus dips to 45 yet in game it's usually over 110fps on max settings (ray tracing off)
My problem is not the menu, but the Team HQ on the Carreer mode, where only the car is rendered, the game locks at a massive unstable 45fps, and the game overrides the GPU power limit as well, its limited to 250w, but that menu makes it shot up to 285w and I've seen small spikes to 300w and 107ºC on the GPU Hotspot, nothing EVER made my GPU behave like that, I was actually scared for my hardware.
I found that locking FPS to 30 while on the menu gives me a perfectly flat frametime and the GPU idles at a confortable 500Mhz and 43ºC at ~50w, but locking and unlocking FPS is just a headache and sometimes impossible, since there is no place to lock between the end of a race and coming back to the HQ, where the GPU already heats up before I can press start, navigate 3 screens and then lock the FPS.
My question is, this game, in any mode on PS5 or Series X runs at 60 or 120FPS on races and locked 30 on Menu, why PC cant be like that? Its so hard to make that an option? Something that already works on both consoles, that wouldn't solve the issue, but would mitigate it, I guess a lot of playes wont mind 30fps menus to preventing frying GPUs
