See, with F1 2021, you also need to remember that it was released during the 2021 season - and the way season has gone has impacted the game's interest by a lot.
Combine this with upgraded damage model and a more difficult handling, and this is why it had high interest in general.
Plus, some new features (like timings in Replays, Full Race Replayd (and the bug which allowed to watch everyone in Multiplayer which was VERY useful for Leagues) and a Story mode, and the game had interest for a long time.
F1 22 already had a rough start with the Early Release on Steam and of course F1 Life was a huge flop, and no matter how they tried, I'd say Codemasters couldn't keep the interest going - especially with how rough the end of 2022 season was. And not to mention generally bad handling and 2023 season being... Even rougher.
Which brings us to F1 23 - yes, handling is much improved, yes, some new features were added, but the sheer amount of game issues has likely turned a lot of people away. And not to mention that this season is literally turning new fans away because of such Red Bull dominance (unfortunately).
For the same comparison, I think it would be cool to add F1 2020 as the game was likely impacted by COVID the most - plus, it got released essentially before season properly started!

finally, but the damage is already done and as always there is no word of apology from CM or EA, paying customers are just treated badly.
