Yeah the F2 drivers are probably the reason for the design choice but they seemingly didn't bother to account for the fact the F1 drivers get it as well. Pourchaire getting +10 on his stats doesn't matter at all if everyone gets them, they're still the same stats lower..
Reason why Max doesn't dominate in game is he can only get 100 pace as well, so he only gains +5 whereas Perez gets the full +10 to get him to 97 pace. So what should be a difference of 8 in pace between them is actually only 3 which is why Perez is a lot closer than he should be. Same reason Ferrari and Merc are closer as they're getting the full increase. Guarantee in GP mode where there's no stat bonus that Max is the correct distance ahead of the field and Alonso beats the Merc's and Ferrari's.
The ideal scenario, as Meza says and I've suggested before us that the personnel facility gets reworked into a training facility.
But with what we have now, they can just decrease the boost to something like +1/+3/+5 so it's still a nice boost but it's not completely broken.
If they're concerned about the F2 drivers being too slow...they should be buffing the F2 drivers rather than breaking the mode altogether or making it so they actually do develop faster than F1 drivers.
