Your in-game resolution is set outside your monitor's native range. A dxdiag will show you the optimum resolution and refresh.

Thank you for suggesting dxdiag. Running from Windows run command, It showed my monitor resolution as 1360 x 768. I subsequently wenta back into F! 23 settings and set the resolution to 1024 x 768 - there was no option to set it at 1360 x 768. I the started F1 23 again in 2D mode and got the same monitor display message "INVALID FORMAT".
Next, I changed monitors while the other screen still showed "INVALID FORMAT". My second monitor displaayed the game correctly and I was able to check the monitor resolution in the game settings - it was set to 1366 x 768. I was then able to change the resolution to 1360 x 768 as was the resolution my first monitor was able to display.
Without exiting the game settings, I changed back to my original display and all is well - the game displays on the original monitor in 1360 x 768 resolution.
The 1360 x 768 resolution was not accesible in the Steam game startup settings. I could only sellect that resolution in the game itself.
