I had the same feeling.

This is how I adjusted it keeping HDR ON in my TV.

You can make a nice adjust at your TV settings for HDR that helps with brightness as long as you can't adjust gamma in game with HDR on.

If you have a Samsung TV (others may have the same settings):

- Be sure to be on Game Mode

- HDR On

Then

- Go to Settings -> Picture -> Expert Settings

Then find the options ST.2084 (Under Gamma) and find the better adjust for your screen adjusting the ST.2084 bar AND Shadow Detail.

For reference my settings are:

ST.2084 : 3

Shadow Detail : 1

It REALLY improved my game experience and doing this adjustments made me keep HDR ON.
