Resetting the countdown in Ranked

Seems every second lobby host now is continually resetting the countdown timer in Ranked unless the lobby is full or damn near it.

Seriously. Let the race start at 12 players and we're probably gonna be done and queuing up again for another race before the first lobby that keeps restarting the clock has even started...
