The F1 2023 Game AI Difficulty Comparison doesn't make much sense. It's what it is for him and highlights the track he is good at, not necessarily AI's fault.
I use the same level for hungry-spain-abu dhabi-Mexico, and I arrive between 6-9 (with my nooby car in myteam with all the pilots having 100 stats due to a stupid bonus) in all of them. (And I play a fixed level of 79 for all tracks.)
I do admit on the same track, I end up making more mistakes than others. For instance, Spain is very easy, while Mexico is kind of tricky, so I can understand why he feels Mexico is harder, but I don't think the time is wrong; it is just the fact that getting the correct entry-exit curve is not so forgiving and you end up losing a lot of tiny fraction of second each curve if you make a slight mistake. (And there are a lot of curves, so ultimately, my lap has a bigger delta between a good lap and a bad lap.)

If I set the difficulty to 100 on both F1 22 & 23 but on one of them i'm able to beat the AI by 1 second in qualifying or win every race starting p20.. how is that not difficulty related?
I feel like you're just taking a different stance every time at this point for the sake of being different and its super exhausting now.
The guy didn't ask about tracks or whatever he asked simply if its easier or more difficult.
Respectably no one cares about your lap deltas, the guy just wanted to know if its easier.
If people have/want to change the AI difficulty across the games to get more enjoyment out of it that's up to them, it doesn't matter if it makes sense to you.
