Offline gameplay running in slow motion on PC (not FPS related)

The game runs in slow motion even in OFFLINE modes (Kick-Off).
This is NOT a FPS issue — FPS stays high and stable.

Hardware:
CPU: Intel i5-9400F (6 cores / 6 threads)
GPU: NVIDIA RTX 2070 Super
Monitor: 240Hz (also tested at 60Hz)
OS: Windows (Performance mode enabled)

What was tested:
- Offline modes (Kick-Off)
- V-Sync ON/OFF
- 60Hz / 120Hz / 240Hz
- NVIDIA driver clean install (older and newer versions)
- Power plan set to Maximum Performance
- No background apps
- Issue persists offline

Expected behavior:
Normal game speed.

Actual behavior:
Gameplay runs in slow motion, players move slower than normal,
match time feels stretched, even offline.

This seems to be a time scale / game engine issue on PC,
especially on CPUs without Hyper-Threading.
