Unfortunately that's a common issue with the Windows 10 update, I had the same issue for other games and a friend of mine told me a solution for it
It's a big solution so I'll ask you to be patient:
You can first try just to uninstall all c++ visual studios packages 2010, 2012, and 2013 with Revo-uninstaller:

(RevoUninstaller searches your system for files, folders and files logs / records. Please note that RevoUninstaller is not an EA program and that there are other online programs that can be used for the same purpose . Before open a file / executable file , always check for viruses. The use of any program not associated with EA is at your own risk)
Then use Ccleaner like it's explained here:

After that restart your PC before doing anything else(this is very important )
Reinstall now the visual c++ packages with the order - from the oldest to the newest:

If the issue still persists, please uninstall the game, Origin, and the .net framework with Revo, and use Ccleaner again, and restart the PC, and reinstall everything again(long solution) now with the most recent .net framework:

It should solve the issue, so repeating, you can try just to reinstall c++ visual packages, or do the all reinstallation, don't forget to restart PC between processes.
If the issue still persists after that, I can only recommend a full Windows 10 clean installation, you can do that by clicking shift+restart and it will send you to the safe menu, in there you will have options to choose on how to reinstall Windows 10 without losing your files:

It says Windows 8 but it's the same process 😉

Thank you so much for the very helpful information. I will see if I can try the steps before reverting back to Windows 7 Ult 64 Bit before the end of month (before Microsoft deletes my Windows 7 Back up)..
I plan to do a clean install of Windows 10 Pro on a different Hard drive, which I have yet to install. It's already activated and I have Windows 10 Pro on a flash drive and ISO file. I hope to dual boot Windows 10 and Windows 7.
One thing I am afraid of when installing older programs in Windows 10, is that the older game might replace the Direct X or something else in the OS with an older version.

Thanks for the troubleshooting tips. I followed them as well as I could, (what an ordeal) but it didn't help.
Now that I'm back to Windows 7 Ult 64 Bit, NBA Live 08 and other programs (like Chessmaster 10th Ed and Midtown Madness 2) that didn't work in Windows 10 now no longer work in Windows 7! It's unbelievable!
