Cannot Upgrade KD Scout Recruit from 3 to Lvl 4

Summarize your bug I've reached KD Lvl 3 Scout Recruits and I intends to upgrade him to next level since I've 5 Scout upgrade points. But when I click upgrade recruits, I cannot find KD (screenshot attached) Please help!!!!
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Open World Tour campaign 2. Open Scout Recruits 3. Open Upgrade Recruits
What happens when the bug occurs? There is no KD picture/section to use for recruit updates, but other recruits are appearing on the screen
What do you expect to see? KD section and button can appear so I can upgrade him

Please help. I hope I can upgrade KD to lvl 4 or max (5) which refers to campaign/event info
