Still no word on a fix however compensation will be granted for any gears missed:

We are aware of the issue around unlocking the Captain's Top Hat. Due to this technical issue, on the 21st we will be granting all users the Captain's Top Hat. To make up for any bonus Gears missed, we will be granting gears to all users. We appreciate your patience!
