Why can't I chat in a league in NBA Live Mobile?

I don't know why I don't have a chat bar in NBA Live Mobile, I can't really talk to my friends if I don't have a chat (as you can see in the first pic). And I also can't create a league, the create chat button is gone (as you can see in the second pic). Lastly I can't get promoted, I asked my friend to promote me and he said I wasn't eligible. I am lvl 22 and overall 81
