So I skate up behind the guy in the zone with the puck and give him a shove to push him off it and it's a cross check. I'm not sure how to prevent this because as you can see in the clip it's just on...

Ok, but that's not what I read on here. It was my impression that spamming that move caused a penalty and I want to know if that's the case. It's not optimal to use your stick from behind.
It's more likely to happen when spammed, but low discipline can also cause it.

The previous explanation was that there are no way any "random" penalties and it was a direct cause of spamming the button. I'm pretty disappointed to find out that's not the truth and there are, after all, penalties the CPU just decides it's time for you to take which are unavoidable.

Penalties aren't random. You don't just have the ref throwing up their arm whenever they want. You have to do something that can cause a penalty. Like shoving from behind with low discipline. A player with low discipline is more likely to cross-check than just shove. A player with a lower stick checking rating is more likely to trip someone. They have a lower skill at it so it's more likely they'll hit the skates instead of the puck. The CPU doesn't just decide to do anything without reason.

I don't think you understand the definition of the word "random":
If there's a % chance he'll cross-check if he has lower stats regardless of user control, what would that be called? That's right, it would be called a "random chance". Any penalties that are out of the user's control decided by some arbitrary mathematical formula are both 1 and 2 of the definition above.
I'm not blaming the AI for gaining sentience (especially this one) and doing "whatever it wants" I'm blaming EA for putting something in a game which we have zero control over.
