I think I understand the issue you are having. Yes it is available to be played on XBOX Cloud Gaming through Gamepass Ultimate, but for some reason it isn't visible in the store on the XBOX App, so it seems as if the game isn't available when it is, don't know if EA can have that fixed.

In the meantime, you are able to use the following link to the XBOX Store to view and play the game with Gamepass Ultimate.

NHL 24 Xbox Series X|S | Xbox

There is the XBOX Series One version too, but I find it far inferior to the Series X|S versions, maybe I'm biased but the graphics look a bit weird. But there seems to be some more issues with the X|S version when it comes to connecting online with friends, but cloud gaming is in beta, so there's not much to complain about. Things are meant to be broken.

 I don't think EA Play includes the option to stream NHL 24 on PC, though. So unless a full version of NHL 24 arrives on PC (which seems redundant now that NHL 24 on Cloud Gaming exists, and is fantastic) EA Play probably won't let you play NHL 24 on PC. Gamepass Ultimate includes EA Play anyways.

Will cloud gaming on PC be available for NHL 25 on day 1? Or will we have to wait until 2025?

We haven't released any details on this. We'll have to wait for an announcement. 

come on EA us pc players sometimes cant get an Xbox or pc we need the NHL franchise to come to pc and we will have more fun and we don’t have to do all this stuff to play a game just please consider this and please put NHL 25 in pc
