Just because a feature was built in the past, it doesn't mean it can just be copied and pasted into a newer version of the game. It would have to be re-integrated to work with other presentation changes. This is a far bigger job than it may seem. If it truly were as easy as is assumed, it would have been done in 23. The full presentation had to be disabled in 23 due to technical issues with it.
