Requirements for Player to be in NHL

What are the requirements for EA to use a character in NHL(HUT specifically)? I would love a power up icon Pavel Datsyuk but it seems like he hasn’t been in the past few games. Now that he is in the hall of fame will he return for NHL 25?

Each player has to give us the rights to use them in the game. Unfortunately, there are some players we don't have those rights for.
