Sadly, NHL 24 and 23 stamina and speed was OP due to it being based around more of a fast paced arcade experience that worked well for online play (3v3, 6v6, CHEL).
If you play offline and play a more simulated experience which I feel this game feels more like, then stamina or speed isn't an issue - if you look at shifts in the NHL they are on average 40 seconds to a minute in length max. If the players are kept out longer they are slower, tired and are more acceptable to making a mistake, which I know from my personal experience (85 games in a franchise more) that this is true as well. I can't count how many times I get caught out with a tired line or decide to go for a rush instead of dumping the punk for a change and it ended up coming back into my zone - leading to a high risk scoring chance or goal.
This game requires you to manage stamina more like you would have to in a real game of hockey. The issue with this is that it is not ideal for the online modes that are based solely on using one player the whole time - this I feel is where the issue is.
I can see the differing opinions but to myself who plays a fairly realistic experience offline it works fine and the closest we have had to a simulated experience with stamina and speed since maybe NHL 20 or 21.
