You can also watch real hockey and see the same goals scored. Regardless, this is a video game. People are going to take the shots with the highest chances of scoring. In no way am I saying goalies are perfect, but it's also unrealistic to believe they're going to stop every far side, short side, cross-crease, forehand backhand, etc. At this point, people pretty much think every goal is a glitch. Your opponent is taking advantage of what you're giving them. You have the ability to score the same goals they do. They just might be better at defending them.
As far as 25 goes though, we'll have to wait and see what is discovered. If a goal is truly a glitch, we'll get it reported to the team.
As I mentioned before, every edition has a few goals/moves that are easily exploited. You will find this in any game, no matter the sport or even type of game. People will find something that just works easier, or is not as easily defended against. It is impossible to create a game without this. It will likely take less than a week to find a few of these. I think anyone expecting a perfect video game or that there will be no moves to exploit, does not have realistic expectations. In the decades that I have been playing video games, I have yet to find a perfect video game, I doubt if I ever will. Programming is simply not going to be perfect, ever. As for moves IRL, we saw Draisaitl, MD, and Hyman use the same move repeatedly in playoffs and it worked, until the next team figured out what they were doing, and then they had to adjust strategy, so you are correct, that even IRL you find these plays that can exploited.
