Those cards have been released at the start of the actual Stanley Cup Playoffs event which might be this Friday's new event. We are currently still in the TOTS event. But those cards that you are talking about might be released next Friday.
And I don't think the percentage is terrible. I would just say that there should be more cards, both playoff cards and other cards such as Women's World Championship cards.
