Totw Moments

What is the purpose of 82 and 83 overalls in the totw objectives?  Now to make 85s you require 3 83 totw players. In the past you could make the 3rd tier with standard fodder not just totw. It has now made Totw players extremely expensive and not worth the effort anymore. Should there not be a set where 3 standard 83s make 1 85 totw player?
