The good news is that with an adapted 'user.cfg' in the game directory the problem can be solved and the performance can be increased easily. The user.cfg was already a helpful tool in Battlefield 4 to remedy similar problems.
Since Need for Speed: Heat also relies on the Frostbite Engine, it is therefore not surprising that this entry in the configuration file of the game helps here too. The following commands cause the number of cores and threads to be fixed. Need for Speed Heat obviously has a weakness here.
The following settings are recommended:
CPU setting 1: four-core with eight threads

If the user.cfg is not yet stored in the main folder of the game, it will be created. In the case of CPUs with more or fewer cores or threads, the commands must be adapted accordingly.
