It’s not just by a random person, it happens a lot. I think EA need to have a small team scrutinising people’s Division Rivals playing, and finding and banning those that intentionally drop division get easy wins and objectives. 

if unwilling to get a team for this, at least put an option in the games menu, that after a game, you can select an option to report a player that you think dropped divisions so they can be investigated, and banned if they have
